. senator jeff merkley, a democrat from oregon is trying to change that. he's got a proposal to force talking filibusters in the senate. it wouldn't change what i think is a central part in the senate, the 60-vote super majority, but it would make the filibuster into something that the minority had to put some effort into using. you have to want it. now, so i want to be clear on merkley's proposal. if it passed, the minority could still filibuster anything they wanted. they couldn't subject almost everything to the same 60-society challenge we have now. all they would have to do is talk. tell the american people why. and they probably wouldn't even have to do that that much, because the majority can't just let them talk all the time, they have to let them get stuff done. but even that modest reform is too much for many senators. "the huffington post" reports that a bipartisan group of lawmakers led by herman cain and levin are proposing a counter proposal that does even less. it would eliminate some redundant opportunities to filibuster. give quicker consideration to some nominations,

and southwestern portions of oregon, the good news we're expecting a lull, as far as any rainfall goes until monday. it will kick off the work week. as we head into tuesday we'll actually see another storm start to impact northern california and the pacific northwest so again we're expecting more moisture and the ground is already saturated from all of the storms impacting the west coast through the work week. and 50, to 70 miles per hour across the northern rockies and portions of california and a number of wind warnings and also some wind advisories in effect out here because of the stormy weather pattern that's in place. as we take a look at the future radar, basically the next 48 hours, a bit of a lull in monday, as far as rainfall through california and the next system arrives producing heavy rain across many of the same areas and already had to deal with it and as we head into some of the higher elevations you're talking snow for the northern rockies and also the cascades across parts of washington and oregon. right now, again, most of it's wrapping up. that's good news, seattle, portland dea

is sending investigators to the scene of yesterday's deadly tour bus crash in oregon that killed 9 people. dozens more were hurt when this bus slid off an icy stretch of. >> i hawaii and plunges down an embankment. >> reporter: we just got the latest numbers. 9 dead, 26 injured. this happened near personle on, oregon they call deadman's pass. this is the only section of that road that has that steep of an embankment. investigators believe the bus rolled at least three times before crashing down into that rocky basin. the local fire chief called the rescue organized chaos. >> 20 years and this is the first time i have seen anything like this. it appeared most of the patients had been ejected from the bus as the bus went down the cliff. >> reporter: first the rescue teams had to scale down that embankment. then bring the round up to the highway for you treatment. the number of injured and dead quickly rows. passengers who survived said those in the back of the bus fared better than those in the front of the bus. victims were flown to portland, oregon and boise, idaho. the bus is owned by a
